The United Kingdom has proposed a broad package of military assistance to Nigeria, including air defence systems, counter-drone technology, enhanced intelligence capabilities and support for a new Forward Operating Base, as both countries move to deepen defence cooperation against evolving security threats.
The proposals were unveiled on Tuesday when the British Defence Adviser to Nigeria, Brigadier Tom Harper, met the Chief of Army Staff, Lieutenant General Waidi Shaibu, at Army Headquarters in Abuja.
Harper said the proposed measures were aimed at strengthening the Nigerian Army’s operational and institutional capabilities under the UK-Nigeria Security and Defence Partnership.
Among the proposed areas of cooperation are air defence systems, counter-unmanned aerial systems, enhanced military intelligence and the expansion of tactical Intelligence, Surveillance and Reconnaissance capabilities to brigade level.
The UK also proposed support for the establishment of a reference Forward Operating Base within a cantonment environment, while discussions covered the possible transfer of protected mobility vehicles and specialised ammunition.
The proposed counter-unmanned aerial systems support could become an important component of Nigeria’s response to emerging battlefield threats.
The increasing use of unmanned aerial technology in modern conflicts has made the ability to detect, track and counter hostile drones an increasingly important element of military operations.
For the Nigerian Army, enhanced counter-drone and air-defence capabilities could strengthen the protection of troops, military installations and other strategic assets against aerial threats.
The proposed expansion of Intelligence, Surveillance and Reconnaissance capabilities is also expected to improve the Army’s ability to gather and process information needed for operations.
Harper also disclosed plans to expand regional train-the-trainer programmes covering combat tactical drills, casualty care and advanced patrolling.
Future Operation HADIN KAI training cohorts are expected to include personnel from Nigeria, Niger, Cameroon and Chad.
The Army said the arrangement was intended to improve interoperability among the participating forces and strengthen collective regional capacity against common security threats.
The regional approach is particularly relevant to Nigeria’s counter-insurgency operations in the North-East, where armed groups operate across national boundaries and exploit difficult terrain and porous borders.
Shaibu said the Nigerian Army required enhanced technological and intelligence capabilities to deal with increasingly complex security threats.
The Chief of Army Staff identified asymmetric warfare and operations in dense and difficult terrain, particularly in the North-East, as major operational challenges.
He said the Army needed stronger Intelligence, Surveillance and Reconnaissance capabilities, technical intelligence, aviation support and round-the-clock domain awareness extending down to battalion level.
Shaibu described the deepening partnership with the UK as important to the development of a more capable and resilient military.
He said the cooperation was critical to “building a more adaptable, combat-ready and resilient force capable of responding effectively to evolving national and regional security threats.”
The COAS also highlighted the expansion of the Nigerian Army from eight to 12 divisions, saying the increase in formations required corresponding investments in training, personnel development and specialised capabilities.
According to him, the Army would need stronger instructor development programmes, advanced training and enhanced Special Forces capabilities to match its expanding structure.
He specifically identified the Doma training facility as an area where capacity would need to be strengthened.
The Army is also seeking to deepen professional military education and improve the integration of technology into military operations.
The proposed reference Forward Operating Base is another significant element of the UK offer.
Although details of the proposed location and funding arrangements were not disclosed, the initiative is expected to provide an additional framework for improving troop deployment, operational readiness and force protection.
The discussions also covered possible transfers of protected mobility vehicles and specialised ammunition, which could enhance the Army’s ability to move and protect troops operating in high-risk environments.
The discussions extended beyond weapons and equipment, with both sides considering ways to strengthen military education, institutional capacity and the systematic preservation of operational lessons.
Shaibu said the Army was working to integrate historical military campaigns, including the Longest Advance, into command curricula.
He also highlighted the digitisation of military archives as part of efforts to preserve institutional knowledge and ensure that lessons from previous operations remain available to future commanders.
The COAS said continued engagement with trusted international partners would help accelerate the Army’s transformation through capability development, professional military education, technology integration and modern approaches to countering asymmetric threats.
The proposed cooperation could have implications beyond Nigeria’s immediate security environment, particularly with the planned inclusion of troops from Niger, Cameroon and Chad in future training programmes.
Greater interoperability among the four countries could strengthen coordination against armed groups operating around the Lake Chad Basin and other areas where insecurity crosses national borders.
The Army said the broader objective of the partnership was to strengthen Nigeria’s ability to anticipate, deter and respond decisively to emerging threats.
The proposed UK assistance therefore represents more than an equipment package, with the cooperation covering air defence, counter-drone capability, battlefield intelligence, regional training, force protection and institutional development.
For Nigeria, the immediate challenge will be translating the proposed support into operational capability while ensuring that training, maintenance, technology transfer and domestic capacity development keep pace with the acquisition of new military systems.
