The Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) and the Nigeria Extractive Industries Transparency Initiative (NEITI) have pledged to deepen their collaboration to promote transparency, accountability and improved revenue mobilisation in Nigeria’s extractive industries.
The Chairman of RMAFC, Dr Mohammed Bello Shehu, made the commitment when the Executive Secretary of NEITI, Hon. Musa Sarki Adar, paid him a courtesy visit at the Commission’s headquarters in Abuja on Friday.
Shehu said the partnership between both institutions remained strategic and mutually beneficial, stressing that greater collaboration was necessary to strengthen transparency and accountability in the management of Nigeria’s natural resources.
“RMAFC is delighted to receive the Executive Secretary and his delegation. Our relationship with NEITI is longstanding, strategic and mutually beneficial. We value NEITI’s work in promoting transparency and accountability in Nigeria’s extractive sector, and we are committed to deepening this partnership,” Shehu said.
The RMAFC Chairman commended NEITI for providing information on the operations and financial flows within Nigeria’s extractive industries, noting that its reports had contributed to improved public understanding and accountability in the management of the country’s natural resources.
“NEITI has earned a strong reputation through its consistent efforts to uncover facts, reconcile information and promote openness. That work is important to the country and deserves the support of all stakeholders,” he said.
Shehu also acknowledged the support of NEITI’s international partners and expressed optimism that stakeholders would continue to strengthen the agency’s capacity in information gathering, data verification, revenue transparency and accountability.
He assured the NEITI leadership of RMAFC’s continued support, particularly in the areas of data sharing, research, revenue monitoring and policy engagement.
The RMAFC Chairman also congratulated Sarki Adar on his appointment as NEITI Executive Secretary, describing the appointment as well deserved.
“Your appointment is well deserved. You have demonstrated commitment, competence and diligence in your professional career. I am confident that you will bring these qualities to bear in your new role and lead NEITI to even greater achievements,” Shehu said.
In his remarks, the NEITI Executive Secretary described the relationship between the two institutions as a longstanding partnership founded on their shared commitment to transparency, accountability and improved revenue mobilisation.
“The relationship between NEITI and RMAFC is not new. It is a partnership built over time, and we must now take it to a higher level,” Sarki Adar said.
He highlighted RMAFC’s role in monitoring revenues accruing to the Federation Account and advising on measures to improve revenue collection and accountability, particularly in relation to the country’s natural resources.
Sarki Adar said reliable information on revenues generated from oil, gas and mining activities was critical to effective fiscal management, public accountability and informed policymaking.
He explained that NEITI’s independent reconciliation of financial and physical flows in the extractive industries provided useful information on revenues, payments, production, exports and the activities of companies operating in the sector.
“NEITI’s reports can support RMAFC’s work in revenue monitoring, verification, policy analysis and the development of measures to improve revenue mobilisation,” he said.
The NEITI Executive Secretary also highlighted Nigeria’s participation in the ongoing implementation of the 2023 Extractive Industries Transparency Initiative (EITI) Standard, saying it provided an opportunity for the country to demonstrate progress in strengthening governance in the extractive industries.
According to him, the standard’s focus on data reliability, systematic disclosure, transparency of revenue flows and institutional collaboration aligns with RMAFC’s mandate and provides opportunities for deeper cooperation between the two institutions.
Sarki Adar invited RMAFC to participate in the Global EITI Conference scheduled to hold in Brussels, Belgium, from October 8 to 9, 2026, where Nigeria is expected to showcase progress in resource governance.
He called for increased cooperation among NEITI, RMAFC and other relevant institutions in data sharing, revenue mobilisation, research, capacity building and policy dialogue.
“Our objective should be to build a more coordinated institutional framework for revenue assurance and resource governance. By working together, NEITI and RMAFC can strengthen oversight and support evidence-based policymaking,” he said.
The meeting was attended by the Secretary to the Commission, Comrade Tosin Adeyanju, directors and special advisers to the RMAFC Chairman.
In his vote of thanks, the Director of the Solid Minerals Department, Mallam Rabiu Kabiru, thanked the NEITI delegation for the visit and reaffirmed the importance of sustained collaboration between the two institutions.
He expressed confidence that the partnership would continue to produce positive results for both organisations and contribute to improved revenue management and governance in Nigeria.
